In cubase, what audio device do you have selected? What sort of audio interface are you using? It sounds like you've got the windows MME device selected?

Right ok, so first thiing just double check that you have the M-Audio setup as the default windows playback/recording device. Go to Windows control panel , "Sounds and Audio" option and select the Audio tab. (Thats if you're using the Classic mode of Control Panel view - the other XP view will be called something similar)

You can then select from the dropdown boxes the M-audio option you want, if its not already selected.

The other thing to check is what I mentioned earlier, to make sure that you've selected the correct M-audio option in Cubase under audio preferences. If its set to a different device (eg Windows audio using the onboard soundcard or something), then it won't be recording anything if you've got the mic plugged into the m-audio.
